EN 301 549
The European standard for the accessibility of ICT products and services, published by ETSI, CEN and CENELEC. Version 3.2.1 is the harmonised standard cited in the Official Journal of the EU; its web chapter incorporates WCAG 2.1 Level A and AA.

EN 301 549 — Accessibility requirements for ICT products and services
What it asks for
- Web content meets the WCAG 2.1 Level A and AA success criteria restated in clause 9.
- Other clauses set requirements for non-web documents, software, hardware, two-way voice, video, documentation and support services.
How AccessFold helps
- Maps automated and manual WCAG evidence to clause 9, criterion by criterion.
- Shows, clause by clause, what a website assessment can address: assessable, partly assessable, conditional or out of scope.
- PDF checks provide partial evidence for non-web documents (clause 10).
What this does not cover
- Clauses 4, 8 and 11–13 (functional performance, hardware, software, documentation and support) are out of scope for a website tool; clauses 5–7 apply only in some cases.
- Within clause 9, criteria that need human judgement still need a person.
- A revised version that moves to WCAG 2.2 is in the approval process; we map to it only once it is cited in the Official Journal.
AccessFold provides diagnostics and evidence relevant to this framework. It does not determine compliance.
